Context

A solidarity contribution raises three questions: what is it used for, how does it reach the person concerned, and what can be said about it afterwards to the contributor? Cash moves without a trace, a transfer leaves the funds at the free disposal of whoever receives them, and the record of a prepaid voucher remains the one declared by its issuer. The earmarked account seeks both at once: value that can be used with dignity, framed by rules written before the spend, and immutable proof of the payment.

The roles stay distinct. MAP issues the earmarkable digital euro, holds the digital euro account rules, checks every operation before execution and records the payments on the blockchain. The organisations that follow the people assess their situation, decide whether they join and what budget they receive, and support them. The journey is in service, public since November 2024.

The journey, from contribution to payment

The contributor pays in funds in euros for a specific use, through a donation, a fundraising pot or corporate giving. MAP issues the matching earmarkable digital euro, one for one. The organisation allocates an account and means of payment to the user, card and QR code. The user pays at an authorised supplier, and the accepted payment is recorded on the blockchain with its amount, its supplier, its date and the rule applied, for every party, MAP included.

  1. Contribution

    A contributor pays in funds in euros for the defined use: a donation, a contribution to a fundraising pot, a corporate giving budget.

    Role: funder or contributor.

  2. Issuance

    MAP issues the matching earmarkable digital euro, one for one, and allocates it to the digital euro account. Issuance follows receipt of the funds.

  3. Allocation

    The organisation supporting the person decides whether they join and what budget they receive. They get an account with an IBAN and their means of payment, activated immediately.

    Role: the organisation supporting the person.

  4. Payment

    The person pays a selected supplier, in store, online or by QR code, within the area, period and ceilings provided for. The operation is checked before execution; a refusal keeps its reason, given straight away.

    Role: user, then supplier.

What each role sees

The blockchain carries the payment: amount, supplier, date and rule applied. The identity of the people supported stays off chain, with the access described in the compliance centre.
